Overseas Housing Allowance Needs Your Participation The Overseas Housing Allowance (OHA) Utility Survey is an essential component in determining the OHA utilities rate that Service Members are paid while residing in off-base housing.

The Defense Travel Management Office (DTMO) conducts this online survey every year and captures input from Service Members who currently live off-base with a private lease under the OHA program. All Service Members that are receiving OHA in Japan are highly encouraged to take the survey at https://www.defensetravel.dod.mil/site/oha-util-midsep.cfm

The survey will begin on 14 September 2015 and continues through 16 October 2015; however, the web link will not work until the official start of the survey. OHA is a valuable program for Service Members stationed overseas. By taking the time and effort to complete the survey, the Department of Defense is able to set equitable allowance rates for Japan.
